What it appears to be is a promotional copy, one the director would be giving out to stations to see if they'd pick it up, or perhaps studios to see who'd want to put it out on DVD, so it looks official, like it's not just a blank DVD written on in felt pen, it's actually a DVD press. In my parent's neighbourhood there are a lot of film studios so it probably came from someone who works at one of them :) It was complete chance, it didn't even have a proper case.
